Problems transfering WordPress from local development server to Live server

Hi all

I’ve been developing a new site on a localised server running on my laptop and I’m currently trying to transfer onto my live server but am having some issues:

Before transfering files and setting up a new database I changed the URI settings within the admin console with a path to my new url. However when trying to log in to the console or view the new site it seems to be refering back to the local server running on my laptop. This is despite me also changing the database settings in the config file. I am now unable to log into my admin console. Despite having made password changes and other steps to rectify I have had no luck.
