problem with .ts live stream

but i still can’t add video.

is there anybody can help me to add this live video https://193.70.12.239:8080/live/ster/ster/13643.ts
to a post.
and… another question…is it possible to add a .m3u playlist with a lot of that kind of url i’ve above-mentioned??
