Unfortunately, Google doesn’t have to use the SEO title and description you provide and never has.
They take what you provide as a suggestion and will return what they think is the best, most relevant title and description based on the term that’s being searched for. This process is completely automated, and Google can’t be forced to display the desired title and description.
This is not specific to All in One SEO, but just how Google works.

The best approach here is further optimizing the SEO Title and Description to better describe the page’s content and match the user’s search intent, and hopefully, Google would use the set title and description in the future.

As for Google cutting the Title & Description, Google usually uses around 60 characters for the Title and around 160 characters for the Description.
If the provided SEO Title and Description exceed this limit, it is likely that Google would cut the Title & Description and use the fragments that best match the user’s search intent. You can read more about it here – https://aioseo.com/docs/what-is-seo-meta/
