Problem with styling Table of Contents [TOC]

Hello,
I want to change CSS of table of content. For example I would like to have different color (not the default blue) for the heading and want to set background color for entire block.

I can do it in block setting, but it is applicable to only that post. Is there a way to set it once and its applicable to all TOC blocks across the site?
