Problem with shortcode only on some pages

Hi, I’m using the shortcode to insert the table of contents into my blog and it’s working as intended on some of the blogs but for some reason on others it is getting embedded automatically so it’s going in the wrong spot. I have disabled the auto insert feature for everything. I can’t tell any difference between the posts it works on and the ones it doesn’t. I tried deleting my cache and playing with the settings but couldn’t get it to work.
