Problem with out of stock / low stock email sending only to vendor

Hello,
Recently I discovered a problem not existing in previous versions. In some products, not all of them, when the stock is low or sold out, there were an email informing the vendor and the email specified in the woocommerce/settings/products/inventory/notification recipient about this. Now only vendor receives this email. I tried downgrading wc marketplace and front end to previous versiong but I still have this problem. I tried unassigning vendor from a product and make an order, and the email keeps being sent to the vendor. I tried disabling plugins but still latest vendor assigned to this product receives the email. How is this happening even with the plugin dissabled? Is there a solution? The stock is being hold by admin and this is urgent to inform admin and not vendor about stock changes.
