Problem with Media Library and original image

I’ve been using WordPress for years so am quite familiar, but I’ve run into an unexpected and STRANGE issue. I hope I can describe accurately. This particular site is on my client’s brand new Windows Server and the WordPress seems to be okay.
However I am finding an issue when I use the Media Library uploader. What happens it the original image does not appear even though I can see the file in the directory with my ftp browser. Inputting the direct path to the file in the browser delivers a “no file” error. When I try to delete or override the file uploaded via ftp I get an “access denied” error. However I can upload a new image file to the same directory. Final kicker is the thumbnail, medium and full size images are generated (appear and are accessible in the browser with their URL path)… its just the original image that gets corrupt or something.
I did deactivate all my plugins and I also did a quick test of the NextGen gallery and images uploaded fine there. Also, I have been creating WordPress sites for quite sometime and pretty much use a standard set of plugins and the dynamik theme for genesis.
I suspect it is likely a permissions issue on the Windows server, but unfortunately I don’t have direct access to that. I’ve already talked to the tech about setting directory file permissions, but not sure if he got it right. I know I can do a work-around by hand coding image urls, but that would be an extreme and extensive endeavor.
I’m stumped! Any suggestions would be greatly appreciated.
