Problem with List all product categories API with the Arabic language

please I found a strange error when GET ist all product categories API with the Arabic language

The error is when adding a category via API and, via postman or anything else, and after successfully adding it and making sure that it was added through the site

When a request GET is returned all the categories, in addition to the new category that has been added via the API

But the problem lies when creating a category via the API in Arabic letters
All categories are excluded when GET is requested
when That was created with an Arabic lettering name via API
With it appears in the WordPress panel of the site

I have made sure that empty category are shown

This problem does not appear when creating a new product, it only appears when creating a category via the API
Also, the Arabic-named categories created via Warpress work well
The problem is in GET the List all product categories API only
