problem with is_front_page() || is_page('home') when used within a function

Hi, I’m trying to use is_front_page() or is_page(‘Home’) within a function to change the excerpt length.

However all I’m getting back is what is stored within the else.

If I do a one line if statement there excerpt results in 0..
any help would be appreciated.
