Problem with Initial Installation

I go to my VM and successfully log in to mysql as the user and pw combination.
I can see the database.
However, when I go to the ip address and use the credentials, I get a database connection error establishing a database connection.
I really don’t know what to do. This is the second time I am wiping the server, setting everything up only to get to this point and have it fail during the initial setup.
Any thoughts from the Subject Matter Experts out there?
