Problem with H1 title Tag

in the top browser TAB. i check ,i see my title tag in there.

That’s the <title> tag, which is different from the <h1> tag. Both are handled by your theme. Which theme are you using?

There’s no H1 tag on this page.

Your theme does not seem to include an H1 title on the homepage.

I already put the title in site title and tagline (general setting)
That is different. It’s for the site title shown on the tab.

So, you are not missing an H1 tag. It is just that your theme does not contain an h1 tag on the homepage. What do you want to show as an h1 tag on homepage. ?
