Problem with database… I think

Hello all. Okay I’m having trouble setting up wordpress on my hosting account. I use frihost, although I don’t know if that matters. But anyways, after I go to the install.php file in my wp-admin folder it gives me the following error message.

Fatal error: Call to undefined function: wp_cache_init() in /home/linkman2/domains/revo-news.frih.net/public_html/wordpress/wp-settings.php on line 114

Does anybody know how to fix this? See ya.
