problem with browsing through permalinks on images

  • When I have uploaded images and click on edit there is a permalink on top of the image, this leads me to a page with a small image,
    Below this image is a link “previous”
    this links again to this same page with same image

    It is this way on all sites with theme twentyseventeen. Is it a bug?
    I had hoped it would actually go to a previous image.

    actually in previous versions of WordPress own themes it did link to previous images, I checked with twenty-twelve just now,
    so this is a bug.
