Problem with Bookmark Permalink

I just installed the blog portion of our website and for some reason the “Bookmark the permalink” link does not want to work. I had this issue when I was developing locally as well but I was hoping that the issue was isolated to my xampp install. I didn’t edit the php or css for the link. Here is a link to a post here.
