Problem Uploading Images

I’m having an issue uploading images with my WordPress. I get the typical error of “The uploaded file could not be moved to /var/www/vhosts/mydomain.com/httpdocs/blogname/wp-content/uploads/2011/03.
Yes, I do have the permissions set correctly. ??
So here is what happens. WordPress creates the directory to upload to (which it does) and sets the permissions to be correct (777). It sets the owner of the dir. to apache. Then it can’t move the uploaded file to the directory.When I create the directory through FTP (which sets the owner of the folder to me) WordPress then has no problem saving the image to the directory.
My hosting is running PHP in safe mode, which I think is the problem. Can anyone confirm this? Anyway to override and set Safe Mode to off in a php.ini file? Or is there any other work around for this issue that someone can recommend? Instead of creating folders through FTP that WordPress can use for the next few years.
