PayPal plus is made for online shops who are located in Germany only. Also, you need to have to create an account on the PayPal Plus website what will be approved by PayPal Plus. https://www.paypal.com/de/webapps/mpp/paypal-plus

Did you create such an account already? If yes please check your plugins. Please deactivate all plugins except PayPal Plus and WooCommerce for testing.
