Problem moving site to new URL

Following instructions under “Changing Your Domain Name and URLs” I’m trying to move https://www.greendept.com/io to https://67.199.114.2/greendept.org/io/. (Once I get it working at the new URL, I will redirect https://irthlingz.org to that URL.)

I have gotten to the point where the home page displays properly at the new https://67.199.114.2/greendept.org/io/ URL. Two problems:

1) Click on any menu item results in a “not found” message (The requested URL /greendept.org/io/who-we-are/ was not found on this server.)

2. I can log in, but no admin bar shows at the top.

Things I have tried:

1) Commenting out a line from a caching plugin in wp-config.php (so caching should not be happening)

2) Renaming the plugins folder to plugins2 so all plugins would be disabled.

3) Changing URLs in the database before importing it to the new site, so that all URLs in the database would refer to the new site.

None of these changed anything.

Any thoughts on what I could try would be welcome.
