    That toolbar comes from TinyMCE Advanced plugin or from similar plugin. This is not wpForo part. You should check your TinyMCE Advanced plugin settings and turn on the dark mode. If there is no dark mode for this plugin please contact to the developers of this plugin and ask them to help you to add it.
