Problem hiding timer with timezones?

(i’m actually on WP 3.9.3)
I have a problem where i set a timer to expire at a particular time (9AM in Australia, which is 10pm in GMT). i set the timer to hide when it expires, but it seems like the hiding code is using the GMT time i specified in the timer to hide the widget in local time.
to explain better, the widget is set to end at 10pm wed, which is 9AM thursday local time here. the timer counts down correctly, but at 10pm wed LOCAL time, the timer is hidden (when it still says 11 hours to go).
