Problem changing membership levels

We have 2-3 different membership levels. 1 level tier don’t have premium content. But we need to be able to manually change those subscribers membership level so they can have access to premium content, but we need the subscription to continue in the dashboard. The dashboard says if we do not ‘cancel the users subscription at the gateway’ then the subscription will not change. I tested this, and it does change. We need to find out how to fix this.
