Problem: border-right on #page. Question: image in sidebar

I’m working on customizing a default Kubrick theme at: ourconstitutionalrights.com/worpress (trying to look like static pages at ourconstitutionalrights.com)
1. When I add a border-right on the page div, the border is split on both sides of the div. Carefully tested the usual culprits but looks like this is above my pay grade.
2. Can’t find image widget for sidebar. I have a repeating background image in the sidebar. Tried adding another image with html in the sidebar.php but only the alternate text appears – no image. I uploaded image rather than using a url link. Does Kubrick allow images in the sidebar? Is it kosher to have a html image in a div with a background image.
3. Is rtl.css file simply another style sheet for right to left text?
4. Please recommend the best codex or other info about finding which template is generating which html in the output page.
