    Community Loaves has a nexus in Washington State.

    In the State of Washington, tax on shipping should only be applied to the portion of the order (by price) that is taxable.

    For example if shipping is $10 and the order is for $80 of zero-tax items and $20 that are taxable, shipping tax should only be on 20% of the shipping cost. ($2 in this example)

    Only members can order, so you would need an account to be able to test this on our page.

    Hmmm… I am afraid that WooCommerce by default taxes the entire shipping cost if shipping is set as taxable, and does not differentiate between taxable and non-taxable items in the cart.
    It sounds that for your use case, it will be necessary to use a plugin like Advanced Shipping Packages to achieve what you have in mind: https://woocommerce.com/products/woocommerce-advanced-shipping-packages/
    You can try it out by taking advantage of the 30 day refund policy WooCommerce has in place: https://woocommerce.com/refund-policy/

    Thank you for the response, Katerinaz.

    I was hoping that you might have hit that before since you support the state of Washington and all the different tax rates used by each city.

    Our example is selling both food items (zero-rate tax) and non-food products on the same site, which can’t be that unusual.

    Do you have plans to update to support this in the future?

    I will check the advanced shipping packages you suggest.

    Do you mean:

    • Zero tax items: $80
    • Taxable items: $20
    • Shipping is $10

    What tax is applied to the items currently? Are you able to share a screenshot?

    Do you mean regardless of the tax % to be applied to the items, you’d want the shipping tax to be 20% of the shipping cost?

    Thanks for getting back to me. Currently, in Washington State where my client has a nexus, tax is applied to the full shipping fee ($10 for example).

    So the answer to your last question is ‘yes, correct: Only 20% of the shipping cost should be taxed.’
    I can’t paste a screenshot, but let’s try it as text:

    Tax for Seattle in this example, is 10.5%, and only the Bread Packaging is taxable. So the expected tax charged should be $1.39

    Hi @philjw ,

    Thanks for sending further details. Please enable WooCommerce tax logs from WP Admin > WooCommerce > System Status > WooCommerce Shipping & Tax. Then, please try placing the same order with the same products and the same address — so the details would be logged (at WooCommerce > System Status > WooCommerce Shipping & Tax page).

    Then, copy the log and paste in your reply so we can review. Make sure to obfuscate any sensitive details in the log.

    Can you tell us if the products with zero tax are assigned to a Tax Class that does not apply taxes to shipping?

    The answer is no. The Tax Class is Standard.
