Have the same issue,
I think the problem is that,

$reply_author = bbp_get_reply_author_id( $reply_id ); //returns int(0) if left by an anonymous user

and

$current_user = wp_get_current_user(); //has ->ID int(0) if user is not logged in

So variable $can_view is set to true.

An update just went out that fixed this.
