    This problem was due to a W P plugin that creates a site map on what ever page you place the shortcode on. It has a feature for selection of certain pages to NOT be shown in the site navigation. This setting is on each edit page view. It keeps the settings in participants database from completing the url for the various setting for the pages where you place the shortcodes. In my case, the emails being sent out had urls without the complete address to retrieve the edit page and etc…
    Beware of plugin conflicts!

    As an incidental thought, this created no error that could be logged or found in a php log.
