Private Groups

Can this plugin work on multi-site using Groups. I have an Association that has one administrator. The admin monitors all inbound and out going emails. The members of this Association are two categories. Primary member and Affiliate member.
When any member sends out emails they are viewed and allowed by admin. When sent any member is allowed to reply and all members in the private group will receive email.
No “non-member” can view or reply to emails.
