Privacy settings not visible

Hi there,

I am building a website at https://barkingwax.com.au/ and I cannot seem to access my Privacy options under Settings in the Dashboard – it is simply not there in the menu.

I have tried deactivating all plugins, switching themes and uploading an options-privacy.php into the appropriate folder but nothing has worked. Does anyone have any ideas how I can access these Privacy settings? The main issue is that I want to make the site visible to search engines so I can submit a sitemap to Google, but the robots.txt is not allowing this.

I am using U-Design as a theme.
