Privacy & Cookies Tab always on top

    I used to have a kind of Privacy & Cookies tab always on top or better said: switching between banner and tab like on this site of a friend of mine:

    After updating and deleting some categories on the page (underprescher) it no longer shows up like this and I can’t find what I have done wrong or what to change!

    Looking forward to tips and help.
