"Previous Page" link on homepage?

You would have to add the link in the page content, assuming your using a static page as your home page, Then just adding the link in the page content. and enabling the page content below your latest posts.

I am currently using my latest posts as my front page. Is there any way to add some code to the index.php template? Or would it be the front-page.php template?

Yes it would be the font-page.php template. But you are using the module “latest posts” and so there is no reason to not make your font page a static page.
