Preview Links not working

I can’t get the preview links working. If I enter a URL with the ?theme=MyThemeName then it doesn’t show anything other than the currently active (non “Theme Test Drive”) theme.
Can anyone explain what I might be doing wrong, or if there’s a current problem with this?
