Preventing WordPress From Crashing During High Traffic

I am building a wordpress website that will be promoted by a celebrity in a few weeks who will bring thousands of visitors to our website. I need to make sure that the WordPress website does not crash when all of these visitors come.

When a website crashes during times of high visitor traffic, would it be a WordPress problem or a hosting problem?
