    It didn’t create a .htaccess file.

    I’m using Windows Server 2003.
    Apache 2.0.58
    MySQL 5.0.24
    PHP 4.4.1

  • Have you checked out the troubleshooting sections at the Permalinks page?

    In particular, confirm that your host has mod_rewrite and AllowOverrides on and enabled.
