Pre Purchase Questions – Can Paypal be optional by user.

I am about to purchase.
Can Paypal be optional by user. Say they want to book, and pay at the door (as many people do) can they do this.
Also if some want to pay on Paypal, can they do this to.
Is this optional or is it only ON or OFF?
