Pre-Order Causes Duplicate Order Emails

When using the Merchant Pre-Order module, once a payment moves from processing to pre-order it sends a duplicate order email. When disable pre-order module and run same test order, it only sends one email.
I saw in notes of previous 1.9.12 version there was supposedly an issue updated, but seems I am still running into it in 1.9.13. Any help would be appreciated.
Merchant: Version 1.9.13
WooCommerce: Version 9.1.2
WooPayments: Version 7.9.1
