Potential bug: orders with pending payment holding stock

We’re able to add a product (11 items left), but we’re not able to purchase (-38 available), showing this error on the basket page:
Sorry, we do not have enough xxx in stock to fulfill your order (-38 available). We apologise for any inconvenience caused.
When changing hold stock in settings from 10 minutes to zero, there is no issue. Changing it to 1 minute, it’s an issue again.
We’ve noticed orders with “Pending payment” of a few days ago, and when canceling them, the issue was fixed. However, as we stated the holding stock should be 10 minutes, I don’t see how these orders were payment essentially failed are still holding stock.
