Posts verses Pages for a user-submitted doctor directory?

I’ve created several forms so that users can add listings to our website directory. They can add a surgeon, a psychologist, a product, etc to the site.
Would it be better for SEO purposes to have the new listings added as a page or post?
On one hand, it seems to me that the adding them as a post is good because I could utilize the categories/tags. Plus, posts seem better suited for users to submit reviews.
On the other hand, adding them as a page is good because the information is fairly static. There is a limited number of doctors in the community, etc. Plus, pages wouldn’t be outdated by when they were published (whereas the posts section shows the date that it was added.).
Do you think it is better to use a page or a post for this purpose?
