Posts Shortcode ID's NOT IN

I have searched this support area and cannot find anyone asking the same thing at all, but apologise if this has been asked before.
Within my template I am using several post loops and need a final post loop to show everything that hasn’t been shown already. I have created a list of all ID’s i don’t want to show in this section and have them as
467, 1528, 88369, 88369, 1552, 1554, 1583, 88356, 88360, 1584, 88365, 1533, 1408, 1542, 1524, 1547, 1554, 88342, 1526, 1535, 88362, 1527, 1540, 1530, 1533, 1545, 1552, 88356, 88360.
Is there a way to pass this into the shortcode, or do I need to do a WP_Query to get the list I need to pass into the shortcode?
