Just about all FB plugins need you to be set up as a FB Developer. Plugins that don’t need you to do it (i.e. they have a central single Application ID) are extremely rare – and due to how FB are changing things with the new version of the API will become rarer. I closed my FB plugin because it was just too much like hard work to keep up with FB’s continually changing policy.
