Post with images and minimal text doesn’t have “Read More” button

I have a post with three images and one line of text. On the main page, the post snippet shows the text but not the image, and there is no Read More button to indicate that there is more to the post.
Short of padding the text, is there a way to force the Read More?

Ignite will use the first 30 words as the excerpt and only display the read more button if the post has more than 30 words when using automatic excerpts.
There are two different ways you can define custom excerpts which will always display the “read more” button. You can insert the “more” block at the end of your post (screenshot), or use the “Excerpt” box in the sidebar to enter a completely custom excerpt (screenshot). Either method will cause the “read more” button to display.
