post to donation category

is there a way to write a post and link it to your donations category…?
-OR-
is there a way to like your donations category to that of the standard category that is at the startup with the original wordpress plugin..?

i would like to be able to request for a user to complete donation in order for their post to be accepted.

this way the only way that a user can post a POST topic is to choice, create a title, choose a category, write the summary and make a donation. then once the donate is completed their post is listed on the wordpress website.

please advise if this can be accomplished..
