Post Tag Design in 3.0 is Unfathomable

I upgraded my sites to 3.0 over the last couple of days. Now i find that for some inexplicable reason, it has been made far more difficult to tag a post once you’ve edited it.
In WP 2.x, the tags panel was to the right of the tag editor. You clicked a link, got a display of tags available in tag cloud format, clicked on the ones you wanted to add, saved the post, and, voila!
In WP 3 as far as I can tell, I have to click on “Post Tags” in the Tags panel on the left side of the editor. This brings me to a new window page where I can edit the details of existing tags and create new tags. On the right of that screen is a list of the existing tags, sub-divided into pages. If, like me, you have a few dozen tags available, adding a tag to a post is now a multi-click task. Not only that, but so far at least, I can’t get the newly assigned tag to stick to the post. There’s not an obvious “Update” button on the tags window.
This is a HUGE step backward in usability unless, of course, I’m completely misunderstanding it or missing something obvious, which I hope I am.
