Post Notification Not Working

I set up post notifications to be delivered within 30 minutes of posting. They sit in the Notifications Queue with a status of “In Queue” but are never delivered. I can manually release the queue and I can run the cron job successfully. I set the plugin to use WP CRON. I’m running this on an IIS server. Am I missing something in the setup?
