Post excerpts: Prevent HTML stripping?

I’m using the one column blog layout (not grid), with post excerpts enabled.
The excerpts show as plain text, stripping the HTML, so links don’t display in the excerpt. I’d like to prevent the HTML from being stripped (most importantly any < a > tags). I don’t want people to have to click “read more” to view the links.
Is this possible? I’ve seen a “strip_tags($postexcerpt)” code elsewhere on the forums. Is there something similar being used in evolve theme that I can overwrite?
Second question…
Is it possible (maybe a plugin is required?) to fully edit the excerpts? I’d prefer to write my own HTML rich excerpts, instead of auto-generating the first several characters as a teaser. I’ve tried using the “Post Subtitle” feature in the post editor, but this doesn’t seem to affect anything. Wish there was a “Custom Post Excerpt” box that would allow me to write my own…
