post a resume from database (phpmyadmin)

how can i post a resume (with the most of the fields like linkedin, phone number,email, etc) from the database (phpmyadmin)?, i want to load a csv file with a lot of person in the database, i wanna know if are a a way or a function in wp or wp and wp job manager who can help me, or what is the best way to do this.
