Possible to use functions outside of events templates?

Yes, you should be able to use that anywhere in your templates. You’ll just need to provide the venue slug (string) or ID (integer).

Just so others are aware – venue thumbnails are only available in the pro add-on. @chris, feel free to use these forums – its your prerogative :).
