Possible to have toolbar stick to top when scroll

for pages/posts with a lot of text/content, each time i want to make a style change & i’m way down the page, i have to highlight the word(s) then scroll all the way up to click the button i want, then scroll all the way back down to wherever i left off.

is there a way/setting to have the toolbar stay visible when scrolling down?
