Possible to create new roles?

Is it possible to create a new role and assign a user level (0-10) to that role?

I remember that was possible a long time ago, but doesn’t seem to be possible in the current version of WP. I found plugins that allow me to create a new user group but I can’t alter it user level. I haven’t found any that allows that.
