Possible Bug: Excluded Category Still Sends Out Emails

Subscribe2 > Settings > Registered Users > Excluded Categories
I’ve selected a category that I would like excluded.
And both the “Allow registered users to subscribe to excluded categories?” and “Auto-subscribe includes any excluded categories” options are off.
However, emails still went out for the excluded category.
I think what happened is that this category was already subscribed to by people, therefore excluding it only excludes it from future subscribers, but existing subscribers still have the box checked to get notices for that category.
In that case, this isn’t so much a bug as it is a feature request. Would it be possible to add an enhancement where excluding a category automatically unsubscribes everyone from it?
Notes:
1. I did find a partial workaround for registered subscribers. Excluding the category hid it from the bulk management option, so after removing the exclusion I was able to manually unsubscribe everyone from this category, and then I excluded it again.
2. However, for public subscribers, not being able to fine-tune what their experience is, I assume they receive ALL notifications by default?
