I tried from incognito mode and it did not appear. What should I do to make it appear to visitors always

I want to mention, that the problem comes from the cookies that are handled not from our side, but by another plugin.
Our popup is normally opened when access is given to cookies.

So, please try to get in touch with their Support Team so they can let you know how to disable it.
Or, you can try to customize their options.
