I have checked your site and saw an available popup(#2400 – newsletter-popup). The cookies you have set are configured properly. Upon further investigation, it seems you also have a caching plugin.
I would suggest disabling the asset caching under the Popup Maker > Settings > Misc. After doing so, kindly resave the popup settings and clear the cache of the caching plugin. But before checking the page, please clear your browser’s cache and test the page using an incognito window.
