Are you able to actively replicate this issue? This seems like an issue that could be caused by a plugin/theme conflict.
You may want to perform a full conflict test to rule out eventual issues with the theme or a different plugin. We recommend temporarily activating the default theme Storefront and disabling all other plugins except for WooCommerce and PayPal Payments to see if the behavior persists.

The customer remains on the same checkout page even after the popup is closed after completing all the PayPal payment steps
After the pop up closes, do you receive a failed order notification? Or do you see the failed order on your WooCommerce orders dashboard?
If yes, then we will also need your plugin log files. These log files are only written when “Logging” is enabled in the plugin settings.
If enabled, then every transaction will create a log entry that can be accessed from here:
WooCommerce > Status > Logs > select “woocommerce-paypal-payments-[…]” in the dropdown and click on view.?
If “Logging” was not yet enabled, could you please enable it and then try to create an order so that the error message is saved?
